The number of licenses you need to purchase is counted by the number of cores, not processors.
Each server must be licensed for at least 16 cores.
Each physical processor must be licensed for a minimum of 8 cores.
Licenses are supplied in sets of 2 cores.
You must purchase at least 8 sets of 2-core licenses for each physical server. The two-core license cost is 1/8 of the two-processor license cost of the corresponding edition of Windows Server 2019.
